I have the honour to inform Your Lordship that in accordance with an Order of His Britannic Majesty's Supreme Court, Shanghai, dated 26th March, 1907, (copy enclosed) a Mr. F. Loder, a British subject, employed in the Municipal Service at Shanghai, was transferred to the Government Lunatic Asylum in April last, there being no fit Asylum to receive him at Shanghai.
2. It is considered undesirable that Mr. Loder, whose insanity is reported to be of a mild type, should be confined here indefinitely, and arrangements are accordingly being made with the Peninsular and Oriental Steam Navigation Company for his passage to England with two attendants at the expense of the Shanghai Municipal Council.
3. In the meantime I shall be glad if arrangements can be made with the Dorset County Asylum...
